For the classic installation of applications on Android devices, you need, in addition to the Internet connection, a Play Store account (former Android Market).
If you do not have the internet on your phone or Android account, you can download the application to your computer and transfer it to your phone via Bluetooth, USB…
These applications have a .apk extension (it's like .exe in Windows) and are installed with a simple touch.
Now, at the factory, the system (Android) cannot install applications that are not from the Market, so I will show you how to install them.
First, open "Settings" then "Applications" and uncheck the first option "Unknown sources". The full path is Menu -> Settings -> Applications and unchecks "Unknown Sources".
On newer versions of Android, or on different devices, this option can also be found in security settings. For example. on Android 6.0 Marshmallow system is under "Personal" and then in "Security". When you log in, you have the "Unknown sources" option.
Now transfer the .apk file to the phone's memory card, via Bluetooth, USB…, or to the phone's internal memory.
Launch a File Manager (such as the ES File Manager or the one that comes with the phone), find that .apk file and click on it, and finally "Install".
After a few moments the application will be installed, and now click " Open " and that would be it.
